32 ASIAN LEGAL BUSINESS CHINA • 亚洲法律杂志-中国版 MARCH 2024 Covering eleven provinces and municipalities of Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Hubei, Hunan, Chongqing, Sichuan, Yunnan and Guizhou, the Yangtze River Economic Belt has been in the limelight for quite some time. Under the current new development dynamics, however, its importance is becoming increasingly clear. In 2016, the Outline of the Development Plan for the Yangtze River Economic Belt was officially issued and became one of the “three major national development strategies.” In October 2023, the symposium on high-quality development of the Yangtze Belt was held where, against development realities both at home and abroad in the postpandemic era, the Yangtze Belt was given a new role as “the main battlefield for ecological and environmentally friendly development, the main artery for smooth domestic and international dual circulation, and the main driver of high-quality economic growth.” Tapping the region’s unique resources and development status, environmental protection and ESG, energy security, technological innovation and overseas investment have become four major themes for the development of the Yangtze Belt. ENVIRONMENTAL PROTECTION AND ESG Being the longest river in China, the Yangtze River has successively given birth to China’s “rice civilization,” “industrial civilization” and “modern civilization” with its abundant resources. When the concept of the Yangtze Belt is talked about nowadays, however, China already REGIONAL REPORT The upper, middle and lower reaches of the Yangtze River are home to the three most dynamic urban clusters in China, with population and GDP both accounting for nearly half of the national total. The Yangtze River Economic Belt strategy is also set to become the next regional development strategy to lead China’s high-quality growth.
