Hogan Lovells has bolstered its project finance practice, particularly in the burgeoning Libyan market, with the appointment of Tarek Eltumi as a senior associate at its Dubai office.

Previously, Eltumi was special adviser to Libyan Prime Minister and Foreign Minister Mahmud Jibril at the Libyan National Transition Council. He has also served as the programs director of the non-governmental organisation, Lawyers for Justice in Libya. Prior to the Libyan uprising, Eltumi worked as the corporate counsel and assistant director for AECOM Libya, which advises the Libyan Housing and Infrastructure Board.

“The Middle East offers great opportunities in the infrastructure sectors for our existing clients. With Tarek joining our team in Dubai, we will be able to better serve existing clients active in the region as well as developing [develop] new relationships, particularly in Libya,” said Christopher Cross, partner in Hogan Lovells’ Infrastructure and Project Finance practice in Dubai.

Eltumi will work with Cross and partner Rahail Ali, who is also the co-office managing partner at Hogan Lovells’ Dubai office, to develop the firm’s work in Libya and the wider Gulf region.

Libya is increasingly being eyed as a growth market for the legal community. Local Gulf firms and international players have expressed interest in expanding their practice into the country, as it seeks to rebuild infrastructure following the overthrow of Muammar Gaddhafi’s regime late last year.
