Ho Chi Minh City-based law firm ACSV Legal has hired projects and technology expert Stanley Boots as a partner. Boots was most recently running his own firm, Frontier Law and Advisory, which he established in Hanoi in 2014.

With more than 15 years of experience, Boots advises on projects and project financing, including infrastructure, impact and climate, and public-private partnerships, as well as on Web3 technologies, artificial intelligence, and startups. Prior to setting up his firm, Boots worked at Hogan Lovells and DLA Piper.

While at Frontier Law, Boots acted on the financing of the Van Phong 1 Thermal Power Plant Project in Vietnam, which was named Project Finance Deal of the Year at the ALB Japan Law Awards 2020.

Joining Boots in the move from his firm are special counsel Thom Nguyen and associate Linh Dang. ACSV has also hired Anh Pham as a special counsel.

Mark Oakley, managing partner of ACSV, said in a statement that Boots’ hire comes at a time when the firm is pursuing strategic expansion into energy and infrastructure. “With Stanley’s extensive and industry-leading experience in international projects and project finance, as well as his strong nexus to Japan, Stanley brings a wealth of expertise that will greatly benefit our clients and our firm,” Oakley noted.

With Boots’ arrival, ACSV now has three partners.
