On September 8, 2020, the CIETAC/CMAC Hainan Arbitration Center Unveiling Ceremony, was held in Haikou, Hannan Province. Lu Pengqi, Vice Chairman of CCPIT, and Liu Xingtai, Member of the Standing Committee of the Hainan Provincial Party Committee and Secretary of the Political and Legal Committee, attended the opening ceremony and jointly unveiled the CIETAC Hainan Arbitration Center and CMAC Hainan Arbitration Center. Liu Cheng, Deputy Secretary and Secretary-General of the Political and Legal Committee of the Hainan Provincial Party Committee, Chen Wenping, Deputy Secretary of the Party Leadership Group and Vice President of the Hainan Higher People’s Court, leaders from Hainan Provincial Department of Justice, Hainan Provincial Department of Commerce, Hainan Provincial Department of Tourism, Culture, Radio, Film and Sports, Hainan Provincial Intellectual Property Office, Hainan Provincial Department of Industry and Information Technology, Hainan Provincial Federation of Industry and Commerce, Hainan Provincial No. 1 Intermediate People’s Court, Hainan Provincial No. 2 Intermediate People’s Court, Haikou Municipal People’s Government, Haikou Municipal Intermediate People’s Court, Haikou Maritime Court and other departments, and more than 200 representatives from the Hainan Lawyers Association, arbitration institutions, industrial associations, universities, law firms, enterprises, and CCPIT systems along the coast and rivers witnessed this important moment. Wang Chengjie, Deputy Director and Secretary-General of CIETAC presided over the unveiling ceremony.

Lu Pengqi, Vice Chairman of CCPIT, stated in his speech that as China’s largest special economic zone, Hainan had a special status and role in the overall situation of China’s reform and opening-up policy and socialist modernization, and had undertaken a major historical mission. We believe that under the strong leadership of the Party Central Committee and the State Council, with the joint support and participation of all sides across the country, Hainan, through its own promotion of open practice and innovative practice, will have a bright and promising future, and will play an increasingly important role in the comprehensive deepening of reforms and the new system and new pattern of opening up in the new era of China. The opening up of Hainan and the construction of a free trade port are inseparable from international and professional legal services. The construction and improvement of alternative dispute resolution mechanisms such as arbitration and mediation is an important part of the business environment. Today, CIETAC and CMAC establish arbitration centers in Hainan to invest their dispute resolution experience and high-quality legal resources in Hainan, to serve Hainan Free Trade Zone and Free Trade Port’s commercial and maritime activities, and to provide high-quality and efficient arbitration and related legal services that are proper for the opening economy of Hainan. It is a concrete measure taken by CCPIT, CIETAC and CMAC to implement the central government’s major strategic deployment on the construction of Hainan and serve Hainan to build a higher-level open economy. Then, on behalf of CCPIT, Vice Chairman Lu Pengqi put forward several suggestions and expectations: the First is to give full play to the brand advantage and focus on serving the development of Hainan. The second is to strengthen cooperation and jointly build an international dispute resolution mechanism. The third is to proactively provide services to enhance legal risk response and resolution abilities of the entities. The fourth is to actively explore and innovate, and continuously improve service capabilities and standards.

Liu Xingtai, Member of the Standing Committee of the Hainan Provincial Party Committee and Secretary of the Political and Legal Committee, congratulated CIETAC and CMAC for the establishments of Hainan Arbitration Center. He pointed out that the Hainan Provincial Party Committee, the Provincial Government, and the Provincial Political and Legal authorities have always cared about and supported the development of arbitration and mediation, and actively promoted the establishment of an alternative commercial dispute resolution mechanism. Creating an internationalized and convenient business environment ruled by law, and building a comprehensive dispute resolution mechanism that integrates and coordinate litigation, arbitration, and mediation is an urgent need for building a high-quality Hainan Free Trade Port. The establishment of an arbitration center in Hainan by CIETAC and CMAC will help bring the rich domestic and international arbitration resources, mature arbitration management experiences, and arbitration rules and practices that are in line with international standards into Hainan, and will help further optimize the alternative dispute resolution mechanism and improve the construction of a legal business environment for the Hainan Free Trade Port. It is hoped that the CIETAC/CMAC Hainan Arbitration Center will actively utilize their professional advantages and strive to provide fair, just, efficient and convenient international dispute resolution services for the commercial entities of Hainan Free Trade Port to carry out foreign cooperation, and strengthen exchanges and cooperation with relevant organizations, to work together, and jointly make due contributions to creating an international and convenient business environment ruled by law.

Subsequently, under the chairmanship of Chen Hongliang, Vice Chairman of the Hainan Provincial Committee of CCPIT, Wang Chengjie, Deputy Director and Secretary-General of CIETAC, and Gu Chao, Deputy Director and Secretary-General of CMAC, respectively represented their Hainan Arbitration Center, signed the cooperation agreements with Hainan Provincial Lawyer Association.
