Herbert Smith Freehills, along with its Indonesian associate firm Hiswara Bunjamin & Tandjung, has advised Indonesia’s Pertamina Rosneft Pengolahan dan Petrokimia on the appointment of an engineering company to design a new $16 billion refinery in Indonesia.

Spain’s Tecnicas Reunidas will conduct a basic engineering design and front-end engineering design for the high-tech refinery and petrochemical plant project in Tuban, East Java.

According to Reuters, Pertamina Rosneft is a joint venture between Indonesian state oil company Pertamina and Russia’s PJSC Rosneft Oil Co. The joint venture was established in October 2017 to build the Tuban refinery, with Pertamina holding a 55 percent stake and Rosneft 45 percent.

The Tuban refinery is expected to increase Pertamina's refining capability and strengthen Rosneft's presence in the Asia-Pacific petroleum market.

The Herbert Smith Freehills team was led by partners Danila Logofet, David Clinch and Adrian Cheng.
