The Counsel/Senior Counsel–Corporate, reporting to the Head of Corporate Law Unit of the Office of the General Counsel, will be responsible for providing legal and policy advice and assistance, subject to line management, to the Administration Vice Presidency; the Complaints-Resolution, Evaluation and Integrity Unit and the Communications and Development Department to ensure protection of the interests of the Asian Infrastructure Investment Bank (AIIB) and compliance with its mandate, policies and procedures. The Counsel/Senior Counsel–Corporate is also expected to work across functional boundaries, in particular in the area of the Institutional Law Unit, as assigned by the line manager from time to time.
Responsibilities:
- Provide legal advice and support to the Administration Vice Presidency, in particular on international administrative law and human resources policy, corporate procurement and information technology-related governance.
- Provide legal advice and support to the Complaints-Resolution, Evaluation and Integrity Unit, in particular on application of the Prohibited Practices Policy and other integrity-related matters and to the Communications and Development Department regarding protection of AIIB’s intellectual property and application of the Policy on Public Information.
- Provide legal advice and support regarding application of the Codes of Conduct for Bank Personnel and Board Officials, the implementation of the Headquarters Agreement, the privileges and immunities of Bank Officers and Employees and bankwide dispute resolution strategies and procedures.
- Upon the line manager’s request, work with the Institutional Law Unit to advise the Corporate Secretary Vice-Presidency on institutional legal matters, including those in relation to membership, governance and the Annual Meeting of the Board of Governors.
- Conduct research and draft memoranda and correspondence concerning corporate and, as requested, institutional issues.
- Provide assistance to the development of AIIB’s internal legal framework.
- Promote innovative approaches and seek process and product improvements.
- Display good judgment and being answerable for the work product and advice provided.
- Contribute to initiatives of the Office of the General Counsel in general and corporate and institutional initiatives in particular, including training, knowledge management, conferences and publications.
- Coordinate and collaborate in the legal field with other multilateral development banks (MDBs) and development partners to further AIIB’s work in assigned areas.
Requirements:
- Minimum 5-8 years (for Counsel) and 8-10 years (for Senior Counsel) of relevant professional experience for appointment, with emphasis on legal issues relevant to MDBs.
- Strong analytical skills and excellent legal drafting and advisory abilities.
- Wide-ranging experience in aspects of MDB legal work.
- Intellectual leadership and strong interpersonal, diplomatic and partnership skills.
- Ability to innovate while mitigating legal risk.
- Strong communication skills, including speaking persuasively and presenting ideas clearly.
- Excellent command of English, including drafting and negotiating legal documents in English.
- Superior level of resourcefulness, ability to work autonomously and under pressure.
- A law degree from a leading university and qualified to practice law in at least one jurisdiction.
Previous experience and qualifications will determine the employee level at which a successful applicant will enter AIIB.
